(EDIT: Seems I was being literal; he says 猫じゃらし (ねこじゃらし/nekojarashi), which has “green foxtail” as its primary meaning, but its secondary meaning is “cat teaser (cat toy); kitty teaser” lol. #themoreyouknow)
